(( This is a headcanon of a moment just between sister-brother.
You may assume that she had a husband/partner that prefers her hair to be shorter or she simply has the intentions to do so because of what he said being there with her if she cuts her hair.))

I am aware that Jack doesn't know anything but his name after he is reborn, but Jack's sister yells his name; so Jack assumes he kept some kind of promise before he died and simply said out of nowhere " Believe me, I was telling the truth. "
